Venezuela Complex Humanitarian Emergency Report
A complex humanitarian emergency is defined by the United Nations as “a humanitarian crisis in a country, region or society in which there is a total or considerable breakdown of authority, as a result of internal or external conflict, and which requires an international response that goes beyond the mandate or capacity of a single agency and the United Nations country program in progress” (Inter-Agency Standing Committee, IASC, 1994).
